This seminar presents and discusses recent evidence on the unintended consequences of health and education policies. Through a series of topical examples, we will explore common mechanisms driving unexpected and potentially undesirable effects. The mechanisms we will discuss include: heterogenous behavioural responses; externalities and spillovers; policy interactions; and the incorrect generalization of research findings. Our exploration suggests the need to account for a multiplicity of mechanisms and outcomes when evaluating the causal impact of policies
